This is not the first time north Korea has released prisoners as part of negotiations about its nuclear program. Sixteen Americans have been taken prisoner in north Korea since then joint framework and that was signed under President Clinton in 1994. North Korea pledged to freeze it’s plutonium production some into verification and remain in the non proliferation treaty in exchange for energy aid.
